Eligible Businesses

The Grow Digital Voucher is available to small businesses (with up to 50 employees) that meet the following criteria:

  • Have completed a “Digital for Business” project within the last two years.
  • Are not clients of Enterprise Ireland or IDA.
  • Have been established and trading for at least 6 months, are registered, and operate within the Local Enterprise Office (LEO) area.
  • Are financially solvent, as evidenced by their submitted financial statements.
  • Businesses eligible for this scheme can be companies, self-employed individuals, or partnerships engaged in trade or profession, with profits taxable under Case I or II of Schedule D as per section 18(2) of the Taxes Consolidation Act, 1997 (TCA). Pay As You Go (PAYG) businesses are also eligible.

Additionally, sporting bodies subject to tax under Case I or II of Schedule D (but exempted under section 235 TCA) and charities with trading income exempted by section 208 TCA can apply.

Businesses must have valid tax clearance from Revenue and must provide both a Tax Reference Number and a Tax Clearance Access Number for verification through Revenue’s online portal.

Ineligible Businesses

The following are not eligible for the Grow Digital Voucher grant:

  • Companies with charitable status, commercial semi-state entities, and “not-for-profit” organisations that do not meet the specified criteria.
  • Trade associations, industry representation bodies (e.g., Chambers of Commerce), and sporting bodies that fail to meet the eligibility requirements.
  • Businesses operating in the coal or steel sectors.
  • Enterprises involved in primary agriculture, fishery, or aquaculture.
  • Businesses engaged in activities deemed ineligible or posing unacceptable reputational risks by the Local Enterprise Office. Examples of ineligible activities include, but are not limited to:
    • The gambling sector, including activities defined as ‘gaming’ under the Gaming and Lotteries Act 1956.
    • Adult entertainment.
    • Tobacco and related products.
    • Cannabis-based products are not authorised as medicines.

Please note: This is not an exhaustive list, and Enterprise Ireland regularly updates its policy on eligible activities. For specific eligibility queries, the Enterprise Ireland Policy department will review and assess individual cases.

Eligible Expenditure

Software Subscription Fees

  • Funding is available for purchasing business software that is new to the business for a subscription period of up to one year. Before issuing the grant, the business must pay the full cost of the annual subscription. Only off-the-shelf software qualifies, and increasing the number of licences for existing software does not qualify.

Examples of eligible software include:

  • E-commerce platforms
  • Customer Relationship Management (CRM) systems
  • Online booking, payment, or appointment solutions
  • Job tracking and field service management tools
  • Order management or stock control systems
  • Industry-specific cloud-based SaaS solutions (if new to the company)
  • Workflow and field management software
  • Electronic invoicing or e-signature tools
  • Standard office software (email, documents, spreadsheets) if not already in use
  • Cybersecurity software (if new to the company)
  • Cloud-based accounting or payroll software (for businesses moving to the cloud)
  • 3D modelling software (including building information modelling)
  • Analytics platforms (including AI-driven solutions)

Training and/or IT Configuration

  • Financial support is also available for expert assistance with the setup and integration of new software systems or ICT processes. Additionally, funding covers training for management and staff to ensure smooth adoption and maximise the value of the new tools. The combined costs for training and configuration cannot exceed 50% of the software subscription fees.

Ineligible Expenditure

  • Custom or bespoke software is not eligible for grant support.
  • Systems for regulatory compliance do not qualify.

The small print

Business must be located in the area covered by the LEO (Local Enterprise Office) to whom they make their application i.e. LEO cannot accept applications from businesses located outside their jurisdiction. All prices exclude VAT. Further eligibility, terms and conditions apply.

Can I apply for two vouchers?

Businesses can receive approval for up to two Grow Digital Voucher projects, with a total combined grant value capped at €5,000.

How quickly do I get paid once I submit the paperwork?

It varies in every Local Enterprise Office, we typically say around 10 days to our clients as a benchmark.

What else do I need to know?

  • Voucher approval must be gained prior to incurring any expense
  •  Third-party costs only will be considered. Own labour is not an eligible expense (labour of spouse or children also considered own labour)
  • Claims can be made in either one or two instalments and only made in respect of actual work completed (i.e. in respect of the components of the project works completed at the time the claim is being made). Expenditure on the various project components can only be claimed once.
  • All third party/supplier invoices must contain proper business details (e.g. tax or business registration details or proof that the supplier is a registered business in the territory in which the supplier is located)
  • Applications must be accompanied by written or emailed quotes for project works from three suppliers

What do I need to claim my Grant?

When you have paid your supplier in full, you can claim your grant from the Local Enterprise Office by sending them the following documents:
  • Your Tax Clearance Cert – a grant cannot be paid unless you supply this evidence of your tax compliance
  • All invoices from your supplier(s), clearly showing the VAT breakdown
  • All proof of payment – i.e. your bank statement that clearly shows the payment going from your account to your supplier(s), whether by EFT or cheque
  • Receipt from your supplier
  • Declaration of project completion.
  • Summary of the work complete and how it will impact on your business
